Fire Station 3 Emergency Repairs Continue — What Residents Should Watch

West Covina’s Fire Station 3 remains under emergency repair status after the city identified a significant rodent and rat infestation.

At the April 7 meeting, the City Council approved emergency repairs. That emergency action allowed the city to bypass the normal competitive bidding process.

Now, the city is being asked to continue that emergency authority.

Why emergency status matters

Emergency authority is legal and sometimes necessary. But it is also powerful. It allows the city to move quickly while removing some of the normal competition that helps protect taxpayer dollars.

The city says the infestation creates a clear and imminent danger requiring immediate action to protect health and safety.

The accountability point

The city must review the emergency at every regular meeting until it ends. The City Manager is expected to report back on why the emergency still exists and whether it needs to continue.

Questions residents should ask

  • What specific conditions still justify emergency status?
  • What progress has been made since April 7?
  • What is the total cost so far?
  • Have there been change orders or added expenses?
  • When will the work return to the normal bidding process?

Bottom line: Emergency repairs may be justified, but emergency authority should not be open-ended. Residents deserve clear updates, clear costs, and a clear endpoint.
