West Covina Fire Management Agreement Adds Future Costs
The April 21 City Council agenda includes a new Memorandum of Understanding with the West Covina Fire Management Association.
The agreement covers July 1, 2024 through June 30, 2028.
What the agreement covers
According to the staff material, the agreement includes changes related to salary schedules, deferred compensation, cafeteria plan contributions, education pay, special pay, fire investigator and fire inspector pay, mutual aid deployment pay, and minimum staffing language.
The listed fiscal impact
- FY 2025–26: $170,660
- FY 2026–27: $114,900
- FY 2027–28: $107,500
- Total: $393,060
Why this matters
Labor agreements are normal. Public safety employees deserve fair pay and clear working conditions.
But residents should understand what is being approved.
These are not temporary expenses. They are ongoing commitments that affect future budgets.
The budget question
The key question is not whether public safety workers should have an agreement. The question is how the city plans to absorb the added costs while also managing overtime, emergency repairs, and other General Fund pressures.
Bottom line: The agreement may be reasonable, but long-term labor costs should be viewed alongside the city’s broader budget picture.
